IEGUS Webinar: Exploring the Cash and Counseling program in long-term care in the USA
Join us for our upcoming webinar that explores care in the USA. Pamela Doty (U.S. Department of Health and Human Services), who counts the „Cash and Counseling demonstration“ among her proudest accomplishments, will give us an in-depth look at the Cash and Counseling model.
The German care system is encountering significant challenges, particularly concerning the structure of long-term care insurance. The differentiation between outpatient, semi-inpatient, and fully inpatient care has resulted in considerable issues since its implementation. Today, outpatient care services offer a variety of options, from home care to medical treatment. While legally distinct, in practice they are often closely connected and difficult to differentiate from fully inpatient facilities. This presents challenges when attempting to justify varying insurance subsidies for similar long-term care services in both forms. The distinctions imposed by the boundaries between them not only prevent effective care, but also hinder of the development of innovative care approaches.
In the United States, Medicaid’s Cash and Counseling program enables individuals requiring long-term care to manage their own long-term care funds. They have the authority to determine which services are provided, how they are provided and by whom. This effectively transforms the care recipient into an employer, with responsibilities that may include recruiting, contracting, training and supervising service providers. US states are typically required to provide resources such as counseling and financial management to support program participants and their families adequately.
Our speaker Pamela Doty, Ph.D. is a Senior Policy Analyst and researcher in the Office of the Assistant Secretary for Planning and Evaluation in the U.S. Department of Health and Human Services. She has worked in the U.S. Department of Health and Human Services for over 30 years, focusing on analyses related to long-term services and supports (LTSS) financing and evaluating proposals for LTSS reform.
